At a moment of profound strain on multilateralism—marked by geopolitical polarization, declining trust, and a widening gap between global decision-making and lived realities—the question is no longer only who is represented, but what makes leadership legitimate. This panel explores how legitimacy is constructed in today’s international system and why representation, credibility, and accountability are central to restoring confidence in global governance.
The discussion draws on the findings of the Women in Multilateralism 2026 report, which highlights that the underrepresentation of women in senior decision-making is not only an issue of inequality but a structural weakness affecting institutional performance and trust. As the selection of the next UN Secretary-General approaches, the conversation will examine what kind of leadership is needed to renew the United Nations for the 21st century, and how Member States, institutions, and emerging leaders can actively reshape leadership pathways to reflect the diversity and complexity of today’s world.
