As world leaders gather for the High-Level Political Forum (HLPF) to assess progress on the Sustainable Development Goals, GWL Voices launches a bold reminder: we cannot achieve the 2030 Agenda if we continue leaving half the world behind.

Our latest factsheet, “The Cost of Inaction,” is launched alongside HLPF, whose motto is #LeaveNoOneBehind. For GWL Voices, that commitment #StartsWithHer. The factsheet reveals the steep price we all pay when women are excluded from leadership, financing, and decision-making.

This is not just about closing gaps, it’s about rebuilding trust, legitimacy, and results in global governance.

The Numbers Speak for Themselves:

  • ODA dropped 7.1% in 2024, and women and girls are hit hardest.
  • Only 4% of climate mitigation aid and 2% of adaptation aid are gender-responsive.
  • Women’s unpaid care work adds $10.8 trillion to the global economy—yet goes uncounted in budgets.
  • Women-led MSMEs face a $1.7 trillion financing gap.
  • 2.4 billion women still lack equal economic rights.

The Leadership Gap: Even If We Only Appoint Women

From multilateral institutions to national governments, women remain overwhelmingly underrepresented in decision-making roles. The Women in Multilateralism 2025 report reveals just how long it would take to reach gender parity—even under the most ambitious scenario:

  • 67 years to achieve parity in the UN Secretariat—even if the next nine Secretary-Generals were women.
  • 70 years to reach parity among UN Permanent Representatives—only if all countries appointed women every four years until 2092.
  • 80 years to equalize the Presidency of the UN General Assembly—even if every single future President elected until 2095 were a woman.
  • 140 years to close the leadership gap in the workplace worldwide.

These are not estimates based on inaction—they're based on exclusive, uninterrupted female appointments from now on. That’s how deep and entrenched the imbalance is.

Why Now?

As we approach five years to 2030, the window for bold course correction is closing fast. The HLPF is the space where governments renew their commitments. GWL Voices' factsheet makes it clear: there is no sustainable development without gender equality.
